ENVIRONMENTAL BOARD MEETING DECEMBER 19, 2001 Kukonen indicated the concerns needed a recommendation. He inquired about the possibility of purchasing the property. Grundhofer asked if anything could be passed on if only three members were voting. Grochala stated the Board needed to recommend approval or not recommend approval. He noted there were many legal issues and while Staff recommendations would enhance the plan., recommendations from the Board should be included. Councilmember Donna Carlson noted to abstain from a vote woifl ;e,rcounted as a no vote. Asleson urged the Board to add qualifying statements to the_reco midtion.
