• <br />• <br />Planning & Zoning Board <br />July 10, 2002 <br />Russian Baptist Church Site Plan Review & CUP <br />Grading/Drainage /Wetland <br />Aside from those issues relating to the possibility of connecting to public utilities through <br />the City of Circle Pines, engineering issues have been principally resolved. Minor issues <br />of pond outlet orifice size for a 2 -year storm event and an adjacent driveway are being <br />resolved. The memo from City Engineer Jim Studenski, dated June 24, 2002, details the <br />remaining issues and is attached to this report. <br />Rice Creek Watershed District has issued a TWAFAA for this project. <br />Environmental Board Recommendations <br />The Environmental Board reviewed this application at their May 29, 2002, meeting and <br />recommended approval with some changes. The memo from Marty Asleson dated June <br />6, 2002, details these changes and is attached to this report. In general, recommended <br />changes center around the following: <br />1.) Submission of a tree inventory and tree preservation plan. <br />2.) Increase infiltration and storm water practices, particularly around parking areas. <br />3.) Alter tree choices, and move some trees out of water infiltration areas. <br />4.) Use of green parking in future parking expansion areas. <br />CONCLUSION <br />Staff recommends approval of the application, with the following conditions: <br />1.) Proper building permits be obtained prior to any construction. <br />2.) Permits be obtained by Rice Creek Watershed prior to any site work or building <br />permit issuance. <br />3.) A revised landscape plan which replaces fencing with landscaping for buffer <br />purposes shall be submitted prior to City Council review. <br />4.) Any signage must comply with the City's Sign Ordinance. <br />5.) Any future expansion shall require Site Plan Review and a Conditional Use Permit <br />Amendment. <br />6.) A tree inventory, tree preservation plan, and revised landscape plan are to be <br />reviewed by the City's Environmental Specialist. All trees shown placed in ponding <br />or drain field areas are to be moved to more suitable areas. <br />7.) All grading, drainage, and utility issues are to be resolved to the satisfaction of the <br />City Engineer prior to City Council review. <br />8.) Design specifications for the fire suppression system will be required prior to City <br />Council review. <br />9.) Driveway access shall be exclusive to the site, and shall not be shared with the <br />property to the east. <br />10.) A performance agreement shall be prepared, including financial securities, and <br />executed prior to City Council review. <br />
