- ENVIRONMENTAL BOARD MEETING OCTOBER 29, 2003 <br />A discussion ensued concerning the effects of snow plowing. <br />Ms. Bor requested a maintenance plan for the native plantings. <br />• Submit a management plan for native plantings and seed areas. <br />Donlin stated there was a native vegetation plan schedule, that might be able to be <br />adapted for the church. Asleson answered the management sequence would be <br />similar. <br />Ms. Bor indicated there was a lack of trust on the part of the neighbors, between, <br />what was presented at the meeting and what might actually happen. A church <br />representative admitted that the message ' had been conveyed. The committee had <br />been established to rebuild that trust. On Sunday at 7 p.m. there would be an open <br />house for the community. <br />D . onlin inquired if Scott Anderson represented the church or the committee. A <br />church representative stated the project was too large for one person, and the <br />committee would now represent the church. <br />Chair Kukonen stated that there needed to be a balance of values. He used the <br />image of a three legged stool representing economy, ecology, and culture. Culture <br />was defined as the values of the community. He called for a motion. <br />Donlin made a motion to recommend denial, but if it does go forth, with the <br />recommendations from the Board. O'Connell seconded the motion. Motion <br />carried unanimously. <br />Chair Kukonen called for a 5 minute break at 9:05 p.m. <br />Chair Kukonen resumed the meeting at 9:10 p.m. <br />B. Circle-Lex VFW Post, 7868 Lake Drive, Site Plan Review and CUP <br />Asleson reviewed the background. <br />Donlin inquired the reason for non conformance with the lighting requirements. <br />Asleson responded there would be a lit flagpole, but it could be buffered. <br />Grundhofer indicated she had a difficult time finding light fixtures. Mike Thomas <br />of ESW Architects answered that the fixtures would be submitted at a later time. <br />The Photometrics were their recommendations derived from the city <br />specifications. <br />APPROVED MINUTES <br />
