ENVIRONMENTAL BOARD MEETING April 25, 2012 <br />DRAFT MINUTES 2 <br />Mr. Tim Payne, Street’s Supervisor for the City of Lino Lakes, presented the <br />annual storm water City of Lino Lakes <br /> <br />Mr. Payne stated the meeting shall comply with public notice requirements to <br />provide an opportunity for interested persons to make oral or written comments on <br />the stormwater pollution prevention plan. Persons not in attendance may submit <br />written comments on the SWPPP. It shall provide an opportunity for members of <br />the community to ask questions and provide input concerning stormwater <br />management policies and best management practices <br /> <br />The meeting provides a forum for the city to present the purpose, goals and <br />requirements of the SWPPP and is intended to educate, inform and encourage <br />citizens to provide input and comment on the SWPPP. It also provides <br />opportunity for the City to consider input from the public. <br /> <br />Mr. Payne reviewed and presented pictures of common contaminants, before and <br />after a storm event. <br /> <br />He stated The National Pollutant Discharge Elimination System (NPDES) <br />Stormwater Permitting Program for MS4’s is designed to reduce pollution that <br />enters surface waters from storm sewers to the maximum extent practicable. <br /> <br />The NPDES stormwater permitting program is administered by the MPCA. <br />NPDES permits are then issued in three areas which are: construction, industrial <br />and municipalities <br /> <br />Each type of NPDES permit requires the creation and implementation of a <br />SWPPP. <br /> <br />Six Minimum Control Measures (MCMs) <br />1. Public Education and Outreach <br />2. Public Participation and Involvement <br />3. Illicit Discharge Detection & Elimination <br />4. Construction Site Stormwater Runoff Control <br />5 Post-Construction Stormwater Management <br />6. Pollution Prevention/Good Housekeeping <br /> <br />He reviewed the 2011 Accomplishments. <br /> <br />Public Education and Outreach (MCM1) <br />Public Participation and Involvement (MCM 2) <br />Illicit Discharge Detection and Elimination (IDDE) (MCM 3) <br />Construction Site Stormwater Runoff (MCM 4) <br />Post-Construction Stormwater Management in New & Redevelopment (MCM 5) <br />Pollution Prevention and Good Housekeeping for Municipal Operations (MCM 6)
