ENVIRONMENTAL BOARD MEETING MAY 30, 2007 <br />Mr. Asleson presented his staff report. He stated Grandview Plat is a preliminary <br />plat, not a preliminary plat and variance as stated on Environmental Board <br />Agenda. Mr. Black, who is the developer, will not be in attendance. Mr. Asleson <br />stated the variance has been straightened out concerning this project. <br /> <br />The following are board recommended changes and additions to Mr. Asleson’s <br />recommendations. <br /> <br />7. Change to read: Developer shall prepare brochure, instead of Suggest that the <br />developer prepare. Add: City will review and approve document before being <br />given to homeowner <br /> <br />10. Change to read: Literature shall (not should) be given to new residents. Add: <br />Literature shall be reviewed and approved by the city. <br /> <br />Items 8 and 12 are basically the same. Delete 8 and leave 12. <br /> <br />Add new #12: Verify delineation. <br /> <br />Ms. Andrzejewski questioned if there will be consequences if residents do not <br />obey conservation easement signs. Mr. Asleson sated the city has been enforcing <br />conservation easements. Ms. O’Dea asked to review a sample conservation <br />easement document. Mr. Asleson stated Ms. Hogstad will email the document to <br />board members. <br /> <br />Ms. O’Dea asked if there was a motion to approve, deny or move this item <br />forward. <br /> <br />Ms. Bor made a motion to move forward to the Planning & Zoning Board with <br />added recommendations and changes. Ms. Brouillet seconded the motion. <br />Motion carried unanimously. <br /> <br />6. DISCUSSION ITEMS <br /> <br />A. Water Emergency and Conservation Management – Verne Jacobsen <br /> <br />Marty Asleson gave a short background on groundwater. <br /> <br />Mr. Verne Jacobson was present from TKDA to present the Water Emergency <br />and Conservation Plan. <br /> <br />Mr. Jacobsen discussed DNR requirements for the Water Emergency and <br />Conservation Plan. Mr. Jacobsen noted it is in the City’s best interest to comply <br />with the DNR requirements. The DNR requires permit approvals based on <br />meeting specified benchmarks. He reviewed with the board unaccounted water <br />benchmarks. Ms. O’Dea asked if farm land would be exempt. He replied this is <br />2 DRAFT MINUTES
