ENVIRONMENTAL BOARD MEETING JULY 25, 2007 <br /> <br />Mr. Asleson reviewed the Comprehensive Plan Update. He discussed the <br />upcoming open house. Ms. Bor mentioned at this time she is the only member of <br />the Environmental Board who volunteered for the comp plan committee who has <br />been regularly attending meetings. She suggested having another board member <br />attend the comp plan meetings. She suggested that if a member volunteers for a <br />committee outside of the Environmental Board and cannot attend on a regular <br />basis, an alternate or new member should fill the vacancy. She also stated the <br />opportunity to be on the comp plan committe is a great learning experience. <br /> <br />It was discussed by Board Members who they will send in place of Kim Brouillet <br />to the CPAP Open House of December 4, 2007. It was decided that Mr. Brown <br />would attend. <br /> <br />B. Preliminary goals 2007 – <br /> <br />Mr. Asleson stated before our next meeting members should think about new <br />goals for 2008. He also stated he has an upcoming meeting with an Eagle Scout <br />at the middle school on November 29th, which is one of our 2007 goals. He stated <br />we are participating in comp plan process and in the RMP process which is part <br />the comp plan and is currently being worked on. He asked members to bring <br />suggestions, new ideas or changes to our next meeting. <br /> <br />C. TMDL Update Barbara Bor <br /> <br />Ms. Bor stated that the public needs to be aware of the issues regarding Total <br />Maximum Daily Load (TMDL). State and federal law states the city is going to <br />have to fix pollutant loading issues within the city. <br /> <br />The question was raised about who is subject to adhere to these requirements and <br />who are they directing to fix the problems at this point? It was stated that RCWD <br />is our LGU but the city is called an MS4 and has to adhere to TMDL. That is <br />why we are doing a Resource Management Plan. The question was raised <br />concerning the responsibility of the surrounding cities. Mr. Asleson stated they <br />are responsible for meeting their own TMDL requirements. By law other cities <br />will have to meet standards as well. To help expedite the improvement process <br />there are several options suggested to assist with current problems. One option <br />would be a drawdown of area lakes which might include a total fish kill or fish <br />gates. Ms. Bor stated that there will be a public hearing and an opportunity to <br />give input. <br /> <br />7. ADJOURN <br /> <br />It was noted that the next meeting of the Environmental Board will be on <br />December 19, 2007. <br /> <br />5 DRAFT MINUTES
