She stated she wanted to see <br />traffic control put in before this project went forward. <br />Mark Gubran, 6348 Turtle Lake Road, expressed concern about not having a convenient <br />area for shopping in their area. He stated this was an excellent addition to the area. <br />John Johnson, 6657 East Shadow Lake Road, stated he was in favor of more commercial <br />development in the City. He stated he believed commercial development was good for <br />the City, so his taxes would not keep increasing. He stated a commercial development <br />added to the tax base, without using the services. He stated 21 years ago, the area was <br />rural, but they needed to realize that they were no longer a rural area and he believed a <br />shopping area at this location was a good idea. <br />Mr. Lyden made a MOTION to close the publi <br />The motion was supported by Mr. Corson. <br />Motion carried 6 -0. <br />Mr. Rafferty asked what the difference w <br />general business. He stated they had discussed with the <br />County about putting a plan together to monitor locations. He stated they intended on <br />monitoring West Shadow Lake Drive, 12th Street, and possible Ware Road as <br />development increased. He stated one problem was the lack of left turn lanes on Birch <br />Street. He stated they would have problems with traffic gaps until they put in traffic <br />controls. <br />Mr. Lyden made a MOTION to approve Spirit Hills Commercial Development, corner of <br />Birch St./Ware Rd., Rezone to GB/PDO, Site Plan Review, Conditional Use Permit <br />subject to staffs recommendations and conditions as outlined in staff's report. <br />
