ENVIRONMENTAL BOARD MEETING April 27, 2011 <br />DRAFT MINUTES 2 <br /> <br />6. ACTION ITEMS <br /> <br />A. Surface Water Management Open Public Hearing/Tim Payne <br /> <br />Mr. Tim Payne, City of Lino Lakes, Mark Ostrander and Dave Rydeen, Minnesota <br />Correctional Facility, presented their Stormwater Pollution Prevention Plan at the <br />Annual Public Meeting April 27, 2011 <br /> <br />Mr. Payne stated this meeting is to provide a forum for the City to present the <br />purpose, goals, and requirements of the SWPPP (Storm Water Pollution <br />Prevention Program) to educate, inform and encourage citizens to provide input <br />and comment. <br /> <br />The City must solicit public input at an annual meeting required under the Public <br />Education and Outreach Plan including: <br /> <br /> A presentation about implementation of the City’s Surface Water Pollution <br />Prevention Program in 2010 <br /> <br /> Affording interested persons an opportunity to make oral statements <br />concerning the Storm Water Pollution Prevention Program. <br /> <br /> Consideration of relevant written materials that interested persons submit <br />concerning the Storm Water Pollution Prevention Program. <br /> <br /> Consideration of public input in making adjustments to the 2011 <br />implementation plan for the Storm Water Pollution Prevention Program. <br /> <br />Mr. Payne reviewed the 2010 Best Management Practice Implementation and <br />Accomplishments which include: Public Education and Outreach, Public <br />Participation and Involvement, Illicit Discharge Detection and Elimination, <br />Construction Site Stormwater Runoff Control, Post-construction Stormwater <br />Management in New Development and Redevelopment, Pollution Prevention and <br />Good Housekeeping for Municipal Operations and the 2011 Best Management <br />Practice and Implementation Goals. <br /> <br />Ms. Andrzejewski questioned the Implementation Goals. If citizen call the city or <br />is it only what the city finds when they are out that decides which projects to <br />implement. Mr. Payne stated a good portion of what is done comes from calls <br />from the citizens. <br /> <br />Mr. Andrzejewski stated that at Rice Lake Elementary there will three raingardens <br />being installed. <br />
