Memo to Jim Studenski <br />Review of Access Options for <br />Behm's Century Farm, <br />6th and 7th Additions Project <br />Page 4 June 4, 2002 <br />5) "Minor collectors should be laid out in order to be compatible with the topography and <br />environmental constraints of the area." <br />The only apparent environmental constraint is the presence of wetlands. As noted in the <br />analysis done by Metro Land, Option 1 would require crossing over 700 feet of wetland. <br />Option 2 would reasonably mitigate this impact and would require crossing only one county <br />ditch. Options 3, 4, and 5 to the north would also have minimal wetland impacts and each <br />would require crossing two county ditches. <br />RECOMMENDATIONS <br />Based on this review of access options and their consistency with the planning principles <br />established in the City of Lino Lakes Comprehensive Plan, we recommend that access Option 2 <br />be implemented to extend Carl Street westward on a southwesterly alignment to connect with <br />Sunset Avenue approximately 600 feet south of Carl Street. This option would maintain the <br />access advantages of Option 1, but with mitigation of the likely wetland impacts under Option 1. <br />In addition, we recommend that the City consider a 36 -foot wide pavement design as <br />recommended in Appendix B of the Transportation Plan for minor collectors in low density <br />residential districts. <br />
