In addition, both lots will have full frontage on a road, as required <br />under the Lino Lakes Subdivision Ordinance, Section 1008.08, subdiv. 6, which states <br />that "all lots shall abut for their full frontage on a publicly dedicated street." <br />Staff noted all created lots are required to include drainage and utility easements. The <br />applicant will need to dedicate drainage and utility easements to the City in accordance <br />with Lino Lakes Subdivision Ordinance Section 1001.08, subdiv. 4. Such easements <br />shall be five feet in width along side property lines, ten feet in width along front and rear <br />property lines, and cover all ponding and wetland areas. <br />In addition, street right -of -way dedication will be required according to the Lino Lakes <br />Subdivision Ordinance Section 1001.08, subdiv. 10. <br />Staff stated it should be noted as a point of information that there is an existing 30 -foot <br />easement between the proposed parcels that serves as a driveway to an existing lot of <br />record ( "Parcel C ") that lies between the two proposed lots on their southern boundary. <br />This easement is not held by the City, but presumably exists solely for access purposes <br />for Parcel C. <br />Staff indicated Lino Lakes City Ordinance Section 3, subd. 3.B.2.b states that parcels <br />located within a zoning district that carries a minimum lot size of 10 acres must have a <br />minimum of 20% buildable /upland area. Both of the proposed lots meet this <br />requirement. <br />Staff stated soils tests confirm that there are soils on both the proposed parcels capable of <br />accommodating a septic system, with enough room for both primary and secondary sites. <br />In conclusion, staff noted the proposed Minor Subdivision would result in two lots: <br />Parcel A of 21.69 acres and Parcel B of 10.43 acres. Both proposed lots would meet all <br />minimum lot requirements, as established under the Lino Lakes City Code. As a result, <br />staff would recommend approval of the Minor Subdivision with the following conditions: <br />1.) A park dedication fee of $1,665 to be paid prior to the certification and recording of <br />the Minor Subdivision. <br />2.) The applicant shall dedicate to the City drainage and utility easements measuring ten <br />feet in width along the front and rear property lines, five feet in width along side <br />property lines, and covering all ponding and wetland areas. Such dedication shall be <br />in the form of a Quit Claim Deed, per the City attorney, to be submitted prior to the <br />certification and recording of the Minor Subdivision. <br />3.) The applicant shall dedicate to the City a 33 -foot wide permanent public right -of -way <br />adjacent to West Rondeau Lake Road. Such dedication shall be in the form of a Quit <br />Claim Deed, per the City attorney, to be submitted prior to the certification and <br />recording of the Minor Subdivision. <br />Chair Schaps invited applicant to make comment.
