C <br />Bob Kirmis / Alan Brixius <br />(Northwest Associated Consultants, Inc.) <br />January 8, 2003 <br />PUBLIC HEARING (continued) <br />Century Farm North: MUSA Reserve Allocation, Rezoning, <br />PUD and Preliminary Plat <br />194.01 — 02.01 <br />Century Farm North Development Inc. has requested approval of a 250 unit low and medium <br />density residential development (Century Farm North) located upon a 95.1 acres site north of <br />Thomas Street and east of Sunset Road. To accommodate the development proposal, the <br />following approvals are necessary: <br />1. MUSA Reserve Allocation (85.3 acres) <br />2. Rezoning from Rural to R -1, Single Family Residential and R -3, Medium Density <br />Residential <br />3. A PUD to allow airplane hangers, private streets, and multiple buildings on a single lot <br />4. Preliminary Plat <br />Initial plan submissions were received on November 22, 2002. Subsequently, the City staff has <br />done a review and prepared a planning report dated December 11, 2002. In this report, staff <br />outlined 26 conditions that required additional attention prior to the City taking formal action on <br />the requested development applications. The Planning and Zoning Board heard this application <br />at their December 11, 2002 meeting. The applicant, upon discussing the items with the Planning <br />and Zoning Board, has responded with both a letter and revised plans to address certain <br />conditions and provide an explanation as to why they do not want to meet other conditions that <br />were listed in the planning report. <br />Revised plans were submitted on December 16, 2002. Bob Kirmis of our office prepared a letter <br />response dated December 18, 2002, outlining City staff's position on the various conditions and <br />the applicant's response to those conditions. Following staff review, we have been asked to <br />prepare a brief memo that outlines City staff's position on four of the main topics that require <br />further attention prior to having Behm's Century Farm north proceed. These conditions may <br />significantly influence the overall design of the plat and must be resolved prior to the plat <br />proceeding onto preliminary plat approval and ultimately final plat approval. <br />1 <br />
