Pecchia <br />Public Safety Director / Chief of Police <br />Officer Mike Rumpsa <br />Lino Lakes Police Department <br />CPTED Review of the proposed Carl Street Extension. <br />12 -16 -02 <br />I reviewed the plans for extending Carl Street into the Behm Century Farms Expansion. <br />This is a logical choice. By opening up Carl Street as a thru street, residents from the <br />Behm Century Farm Expansion would be able to access Main Street and Lilac Street Via <br />4th Ave. This will relieve some of congestion on Sunset Ave. <br />Emergency vehicles need a second entrance into the development; Carl Street will allow <br />emergency personnel and residents an additional way in and out of the area if a critical <br />incident occurs at the Sunset entrance. IE: Natural disaster or accident ect... <br />4th Ave is a large collector street, which has low traffic volume. 4th Ave should be able to <br />handle the additional traffic. <br />The residents that live on Carl Street will also get an increase of patrol traffic, as squads <br />use Carl Street, to access the new addition. <br />From a public safety view, converting Carl Street to a thru street is an acceptable <br />solution. Carl Street will remain a residential street, but will allow emergency vehicles to <br />access the new Behm expansion.
