• Bruggeman Properties <br />Page 5 of 13 <br />CPTED Review. The CPTED review was completed on 1/21/03. The primary issues, as <br />addressed in the attached comments, relate to corresponding roadway improvements (on <br />Hodgson Road and Birch Street) and traffic flow around the retail building. <br />Rice Creek Watershed District Review. The proposed development is subject to Rice Creek <br />Watershed District (RCWD) approval for both a Land Development Permit and a Wetland <br />Alteration Permit. <br />To date, no comments from the Watershed District have been received. Because such comments <br />may affect the design of the development, staff cannot recommend approval of the project until <br />such time as a determination has been made that the concerns of the Watershed District have <br />been satisfied. <br />As a condition of subdivision approval, all conditions of the Watershed District permit must be <br />satisfied. <br />Site and Building Plan Review <br />As indicated previously, the applicant is seeking site and building plan approval to allow the <br />construction of a 12,160 square foot retail center upon proposed Lot 1. At such time when <br />specific development projects exist for the remaining lots in the subdivision (Lots 2 and 3) and <br />the northern portion of Lot 1, they will likewise be subject to a site and building plan review <br />process. <br />At this point, the site plans provided for the motor fuel station, fast food restaurant and office <br />building/day care facility are conceptual in nature and are intended to demonstrate the <br />developability of the lots and a comprehensive stormwater management and circulation system. <br />Access. Access to the proposed retail center is to be provided from the north (from Birch Street) <br />and from the south via a private street (which ultimately provides ingress /egress to Hodgson <br />Road). <br />While the submitted development plans illustrate two access points upon Hodgson Road. Anoka <br />County has indicated it will not allow the most northerly curb cut and it therefore must be <br />removed. <br />To accommodate the proposed private street access from the south, cross parking and access <br />easements will need to be recorded with the property. <br />The acceptability of the proposed curb cut locations should be subject to comment by the City <br />Engineer. <br />
