Planning & Zoning Board <br />February 12, 2003 <br />Page 34 <br />DRAFT MINUTES <br />In addition, the Environmental Board has recommended the following in regard to <br />landscaping: <br />1. Landscaping be provided around the perimeter of the proposed pond. <br />2. Ground story plantings be identified. <br />3. Norway Maples and Amur Maples be substituted with on- invasive species. <br />4. A tree inventory be submitted. <br />5. Additional Oak trees be planted on the east side of the retail building. <br />6. Oak trees be substituted for Laurel Leaf Willow on the east side of the retail <br />building. <br />Trash Enclosure. According to Section 3, Subd. 4.G of the Ordinance, all refuse and <br />recyclable materials must be stored within the principal building or within an accessory <br />structure (within a side or rear yard) that is totally screened from eye level view from <br />neighboring uses and public rights of way. <br />As shown on the submitted site plan, a trash enclosure has been proposed on the east side <br />of the building. The enclosure mimics the materials of the principal building (cement <br />based siding and stone) and is considered acceptable. <br />Signage. While the submitted building elevations illustrate general wall sign locations, a <br />specific sign plan (for both free - standing and walls signs) has yet to be submitted. <br />To maintain area consistency, it is suggested that the applicant consider the creation of a <br />comprehensive sign plan which establishes a signage theme for all commercial uses in <br />the development. <br />As a condition of site and building plan approval, all site signage must meet the <br />applicable requirements of the City's Sign Ordinance. <br />Lighting. As required by ordinance, a lighting plan identifying illumination levels on <br />the subject site has been provided. While the proposed illumination levels have been <br />found to be acceptable, some concern exists regarding the fixture details. <br />According to the Ordinance, the source of lights should be hooded and controlled so as <br />not to illuminate adjacent properties or public rights -of -way. While the proposed fixture <br />selections are considered visually appealing, the source of the light (within the fixture) <br />does not appear to be hooded and therefore may illuminate surrounding properties. <br />As a condition of site and building plan approval, the lighting related requirements of the <br />ordinance must be satisfied. <br />Development Agreement: Prior to the commencement of any site work, the applicant <br />will be required to enter into a development agreement with the City and post all the <br />necessary securities required by it. <br />DRAFT MINUTES <br />• <br />• <br />
