He noted a tree business was a good business to have in a <br />residential area. <br />Mr. Smyser noted if the Ordinance was amended, the applicant could not move in until it <br />was approved. He noted the schedule for the Zoning Ordinance revisions was tentative <br />approval in mid to late April, 2003. <br />Mr. Corson asked how the applicant would obey the weight restrictions on the road in the <br />spring. Mr. Pfingsten replied he ran medium duty trucks and there would be no weight <br />restriction problems. <br />Mr. Rafferty made a MOTION to direct staff to formulate language as to a Conditional <br />Use in a rural zone, prepare the necessary documents to amend the Zoning Ordinance <br />accordingly, and prepare the necessary documents to approve applicant's application, and <br />to direct staff to conduct an inspection of the property for the septic system. The motion <br />was supported by Mr. Lyden. Motion carried 6 -0. <br />Mr. Corson made a MOTION to close the public hearing at 7:02 p.m. The motion was <br />supported by Mr. Rafferty. Motion carried 6 -0. <br />B. CONTINUED PUBLIC HEARING, Gary Uhde, Century Farm North 1st — <br />7th Additions (formerly Behm's Century Farm 6th — 10th Additions) South of <br />Main Street and North of Carl Street — Section 7, Rezone, MUSA Allocation <br />and Preliminary Plat <br />Chair Schaps reopened the public hearing at 7:02 p.m. <br />Staff explained Century Farm North Development, Inc. has requested approval of a 249 <br />unit, low and medium density residential development (Century Farm North) located <br />upon a 95.1 -acre site north of Thomas Street and east of Sunset Road. <br />Specifically, the proposal calls for 33 low density and 216 medium density units upon <br />85.3 net acres of land resulting in a net density of 2.92 units per acre. <br />To accommodate the development proposal, the following approvals are necessary: <br />1. MUSA Reserve Allocation (85.3 acres) <br />2. Rezoning from R (rural) to R -1 (single family residential) and R -3, Medium Density <br />Residential. <br />3. PDO to allow airplane hangers, private streets and multiple buildings on a single lot. <br />4. Preliminary Plat. <br />Initial development submissions for the project were received on November 22, 2002. <br />Subsequently, City staff prepared a planning report dated December 11, 2002 and a <br />report addendum dated January 8, 2003. <br />DRAFT MINUTES <br />
