c. Indicate the number, location, size and use of any above or below ground tanks to store <br />petroleum products or other materials, except water. Describe any emergency response <br />containment plans. <br />A Phase I Environmental Site Assessment has been conducted for the site. A copy of the report is <br />available for review at Lino Lakes City Hall. <br />21. Traffic. Parking spaces added: 526. Existing spaces (if project involves expansion): None. <br />Estimated total average daily traffic generated: 1,430. Estimated maximum peak hour traffic <br />generated (if known) and time of occurrence: 224 trips at 4:30 to 5:30 p.m. <br />Provide an estimate of the impact on traffic congestion on affected roads and describe any traffic <br />improvements necessary: In the PM Peak Hour, it is anticipated that 56 vehicles will enter and 168 <br />vehicles will exit from the entire site. One hundred nine (109) of the existing vehicles will turn left to <br />travel northeast on Lake Drive. Fifty -nine (59) will turn right and travel southwest on Lake Drive. <br />From Mn/DOT Traffic Volume Maps, average daily traffic on Lake Drive near Elm Street is 10,000 <br />vehicles per day. It is estimated that there are 800 vehicles on Lake Drive in the PM Peak Hour with <br />approximately 60 percent northbound. Vehicles turning right out of the development will have no <br />problem finding gaps in traffic. Vehicles turning left will find some delays, especially if work hours at <br />the proposed development release a significant number of employees at one time. However, delays <br />will be on the access road to Lake Drive and will not impact traffic on Lake Drive. <br />If the project is within the Twin Cities metropolitan area, discuss its impact on the regional <br />transportation system: Traffic traveling south on Lake Drive can easily be absorbed into the capacity <br />and traffic flow on the system. Traffic traveling north on Lake Drive will add an average of two <br />vehicles per minute to the intersection operations through the I -35W interchange area. It is estimated <br />that approximately 40 percent of the northbound traffic will turn left to go south on I -35W. Thirty <br />percent will turn right to go north on I -35W and 30 percent will continue north on Lake Drive. With <br />this distribution, the only noticeable impact will be northbound traffic traveling through the <br />intersection with Town Center Parkway and then traveling through the south ramp intersection of I- <br />35W. With the high volume of traffic anticipated traveling to and from I -35W south and Lake Drive <br />north, and with other more intense development in the area, improvements through the I -35W and <br />Lake Drive interchange may be necessary for these developments and the improvements will <br />accommodate the traffic from the Lakes Business Park without noticeable impacts. <br />The additional volumes of traffic on I -35W or on Lake Drive north of I -35W will be extremely small <br />compared to the existing and to the forecasted overall volumes. <br />The only mitigation measure necessary will be a southbound right turn lane from Lake Drive to the <br />development. A northbound left turn lane will be desirable in the future as volumes increase and Lake <br />Drive is improved to the north. <br />22. Vehicle - related air emissions. Estimate the effect of the project's traffic generation on air quality, <br />including carbon monoxide levels. Discuss the effect of traffic improvements or other mitigation <br />measures on air quality impacts. Note: If the project involves 500 or more parking spaces, <br />consult EAW Guidelines about whether a detailed air quality analysis is needed. <br />The Lakes Business Park development is not anticipated to have substantial impacts or cause any air <br />quality related concerns. The forecasted traffic volumes generated by the site are lower than the <br />volumes of traffic typically associated with carbon monoxide (CO) concentrations approaching state <br />air quality standards. <br />Lakes Business Park EAW — July 21, 2003 18 <br />Lino Lakes, MN <br />
