Based on this review, there <br />are 4 known occurrences of rare species or animal aggregation sites in the area searched (for details, see <br />enclosed database printout and explanation of selected fields). Following are specific comments for only <br />those elements that may be impacted by the proposed project. Rare feature occurrences not listed below <br />are not anticipated to be affected by the proposed project. <br />• Lance- Leaved Violets (Viola lanceolata), a Threatened plant species, have been documented a <br />little more than a quarter mile southwest of the proposed project site. This species, as well as <br />several other rare plants including the Tubercled Rein - Orchid (Platanthera,flava var. herbiola), <br />Cross - Leaved Milkwort (Polygala cruciata), and Twisted Yellow -Eyed Grass (Xyris torta), all <br />Endangered species; Tooth —Cup (Rotala ramosior), a Threatened species; and Autumn <br />Fimbristylis (Fimbristylis autumnalis) and Marginated Rush (Juncus marginatus), both species of <br />Special Concern, have recently been documented throughout the Blaine and Lino Lakes areas in <br />conjunction with field surveys conducted for various development projects. Given the location of <br />the project area, we are requesting that a botanical survey of the project area be conducted. Surveys <br />would need to be conducted when the plants are in bloom and should be conducted by individuals <br />with previous experience doing rare plant surveys. I have enclosed a list of potential contractors for <br />your reference. Please note that this list is not exhaustive and there are, of course, other botanists <br />in the state who would be able to do these surveys. <br />If it is determined that this project will impact any species listed as either Endangered or <br />Threatened, you will need to contact Bonita Eliason, Supervisor, Natural Heritage and Nongame <br />Research Program, at (651) 297 -2276 to discuss the endangered species permitting process. <br />Minnesota's endangered species law (MS 84.0895) and associated rules (Chapter 6212.1800 - <br />6212.2300 and 6134) prohibit taking, importing, transporting, or selling endangered or threatened <br />plants or animals, including their parts or seeds, without a permit. For plants, taking includes <br />picking, digging, or destroying.
