Motion: A motion was made by Halen, 2nd by O'Connell to look at changes and <br />forward to Council. <br />All approved. <br />Topic: Fogerty Investments <br />p of Recommen <br />ations: The Environmental Board recommended not approving the <br />Plat based on incomplete information. However, if this plat goes forward, <br />an the following concerns were addressed: <br />• The development should adhere to the new lighting ordinance. The development <br />should use the minimum number of fixtures. The fixtures should be downward <br />focused, contained and meet the property line lighting encroachment standards. <br />• There should be no billboards including the existing portable billboard in place. <br />• Buffering should be increased between facilities and neighbors. Buffers need to <br />address excess noise, light and visual impacts. <br />• " Landscaping needs revision and needs to conform to the new zoning code. <br />Appropriate species and more plants are needed especially in parking areas. <br />• Hours of operation should be limited. <br />• There should be an alternative exit and entrance other than Cedar Street. <br />• Concerns about height and visual impacts. <br />• The Environmental Board did not have information on septic /sewer. <br />• The buildings need to reflect rural quality architecture and in the opinion of the <br />Environmental Board, this does not. (Visual concem). <br />• Staff recommendation is followed. <br />• Attach Section 9, Subsection C -2 Impact on Adjacent Properties, page 9 -6 of the City <br />Zoning Code. <br />Staff Recommendations: <br />• Redesign surface water features and try to create a "treatment train" involving <br />wetland restoration. <br />• Provide a 200 -foot buffer along Clearwater Creek including the flood plain boundary. <br />• Add more shade trees into the landscape design. <br />• Provide some island areas in the parking areas for trees . <br />• Design pervious parking into overflow parking areas. <br />Motion: To not approve by Grundhoffer, second by Halen.
