Development of the site will <br />require application for the approval of such things as a plat, site plan and building plan, <br />conditional use permit, and any other approval that applies. <br />Submittal to Metropolitan Council <br />Under state law, a comprehensive plan amendment requires submittal to the Metropolitan <br />Council. The City approval of the amendment will be contingent upon Met Council <br />approval. <br />In summary, the salient facts are: <br />• The existing adjacent development of 134 condominium/townhome units was built at <br />6.4 units per acre: a density that falls in the High Density category. However, the <br />comprehensive plan lists it as Medium Density. <br />• The site is zoned R -4, which is intended to be in the High Density land use category. <br />• The current Medium Density classification does not allow the four -acre site to be <br />developed at a density consistent with the adjacent neighborhood. <br />• Approval of the comprehensive plan amendment does not imply any project approval. <br />For these reasons, staff recommends approval of the comprehensive plan amendment. <br />OPTIONS <br />1. Conduct and close public hearing. Approve the amendment to the comprehensive <br />plan to change the land use category from Medium Density to High Density, and <br />submit the amendment to the Metropolitan Council. <br />2.
