Mr. Smyser replied the residents along Lois Lane would have to get together and <br />form a plat if they wanted a sewer and water connection. He stated the owners of these <br />four lots and their developer are the only ones who had put together all the pieces. He <br />replied the other residents in the area did not have a plat and a plat was necessary for <br />approval. <br />Mr. Hyden asked about the Environmental Board's concern regarding setting precedence <br />with MUSA. Mr. Smyser replied he understood the people in several unsewered areas <br />did not want to be pressured to hook up. The Comprehensive Plan was written to protect <br />these residents until the residents wanted to hook up. <br />Mr. Tralle asked how many acres was MarDon Acres. Mr. Smyser replied it was 120 to <br />130 acres with Sherwood Green. <br />Ms. Lane stated they were talking approximately four lots per acre and asked if this was <br />within the medium density. Mr. Smyser replied it would result in 14 lots total and the <br />whole area involved was 6 acres, which was 2.25 units per acre and this fit into the <br />density requirement. <br />Ms. Lane stated the residents could submit a plat, even if they had one -acre lots. Mr. <br />Smyser replied that was correct, however, platting one acre was difficult. <br />Mr. Grochala replied it was a City requirement that residents bring the sewer to their lot <br />line for the next person and this was very expensive, so he did not believe the residents <br />would want to extend the sewer without splitting their lot. <br />Drinda Miller, 7839 Country Lane, stated she was angry because she expected to have a <br />good discussion at this meeting and they could not have that discussion because there was <br />no video tonight. Vice Chair Rafferty again apologized for the lack of video tonight. He <br />stated this was very unusual. <br />Greg Miller, 7839 Country Lane, stated there was a process to petition for sewer and <br />water, but then they were told they could not have sewer and water without a platting by <br />a developer. He asked why they had the petition process if it did no good. He expressed <br />concern regarding access. He stated 77th Street has now been blocked with the <br />development of Target. He stated this made Lois Lane the only access to Lake Drive and <br />stated this was already a bad corner with respect to traffic. He asked if they were going <br />to add houses, something be done with the access to the area. He asked for wording that <br />Lois Lane would not be half closed during the construction of the homes so they could <br />get into their property at all times. <br />Tony Cavegn, 7870 Country Lane, inquired about the park dedication. Mr. Smyser <br />summarized how the park dedication was determined. <br />Mr. Cavegn noted they did not opt out of the utilities, just out of the development. He <br />stated they were not selling their property. He noted he was not opposed to being platted, <br />but his opposition was the numbers he was given was different once he informed the <br />• <br />• <br />
