A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: November 12, 2003 <br />TOPIC: Discussion: Banners and Temporary Signs <br />BACKGROUND <br />As discussed at several previous meetings, there is concern about the use of temporary signage. <br />Temporary signage includes banners, but we should consider the other types as well. We have <br />seen an increase in these signs of late in Lino Lakes. Staff is seeking direction on how to address <br />the issues. The goal is for the P & Z to recommend some specific requirements. Staff will take <br />those recommendations and prepare an amendment of the sign ordinance. The next step would <br />be a formal public hearing at the P & Z. After that, the amendment would go to the City Council <br />for consideration. <br />At the October meeting, the P & Z directed staff to invite business owners to the November <br />discussion. We mailed letters to 29 businesses that are representative of the types of business <br />that have or are likely to use temporary signage. There was no intention to exclude any <br />businesses, but it was not practical to invite every single commercial property owner. The letter <br />asks that the invitation be passed on to any interested business owners. <br />The attached matrix lists some of the issues: type, size, location, and duration of temporary <br />signage. The matrix is presented to help with the discussion. Each row presents some options <br />for an issue. The last column summarizes the general feelings of the P & Z based on previous <br />discussions. <br />Each "option" column is not intended to form a related set of requirements —we can mix up <br />options from the different columns, or create new ones. <br />
