Copy of Rice Creek Watershed District Permit (RCWD) Application Number 03 -073 CAPROC <br />(Conditional Approval Pending Receipt of Changes). <br />An Environmental Assessment Worksheet (EAW) was prepared and has received extensive review by the <br />general public, the City of Lino Lakes, and other governing agencies. It should be noted that under the <br />thresholds established under State of Minnesota rules, an EAW was not required for this project. However, <br />the EAW has provided the opportunity to more thoroughly provide comment and address specific issues in <br />more detail. As a result of the EAW, many issues and resulting comments have already been addressed by <br />the City other agencies through the review process. The intent of this review memorandum is to provide <br />comments for the recently submitted preliminary grading and utility plans, and to provide additional <br />comments on issues that may have already been addressed. <br />It should be noted that full size and 11X17 -size Application for Conditional Use permit plan sets (14 sheets) <br />dated October 13, 2003 have been provided. These plans are considered adequate for preliminary review at <br />this time, but are incomplete for actual construction purposes. It is expected that construction plans will <br />ultimately be submitted as part of the approval process. <br />General Comments - Issues Addressed in EAW <br />Traffic and Roadways <br />• A traffic study was conducted by SRF Consulting Group dated September 13, 2002, and reviewed by TKDA <br />in a memo dated September 16, 2002. A response to traffic concerns is presented in more detail in the City's <br />formal response to the EAW comments, dated May 13, 2003. In general, the greatest traffic generation <br />would be on Sundays, with much smaller amounts during the week. Projected traffic to be generated by <br />future residential and/or other development in this area will also contribute much higher amounts of traffic, <br />particularly during week days. <br />• <br />Roadway and infrastructure improvements will be needed in this area with or without the proposed church. <br />This not only includes lands immediately adjacent to the church site, but nearby areas of Centerville, Hugo, <br />and Columbus Township. The three cities of Lino Lakes, Hugo, and Centerville have been collectively <br />meeting regularly and planning for future infrastructure needs. <br />Nevertheless, the Church will be required to address more immediate traffic issues. Based on the data <br />provided, the Church will need to provide mitigative traffic control measures on Sunday mornings at the <br />intersections of Main Street with 20th Avenue North (County Road 21) and the freeway ramps, and at the <br />church entrance on 20th Avenue North. <br />The intersection of Main Street with the I -35E ramps is of particular concem. According to the traffic study, <br />peak traffic to and from the Church site (on Sunday mornings) will require additional traffic measures by the <br />church, even with proposed improvements to Main Street. It is recommended that the City work with Anoka <br />County and the Minnesota Department of Transportation as expeditiously as possible to secure funding and <br />schedule improvements, regardless of church construction or not. <br />
