D <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: November 12, 2003 <br />TOPIC: Final Plat, Pheasant Hills Preserve 13th Addition. <br />BACKGROUND AND ANALYSIS <br />The original preliminary plat for Pheasant Hills Preserve was approved in 1990. The <br />entire area included in the preliminary plat has been final platted as the first through the <br />11th additions. One of the lots on the preliminary plat was segmented by the final <br />platting. Part of it is Outlot B in the 10th Addn., the other part is Outlot B in the 5th Addn. <br />It is not clear why it was done this way, but the two pieces were one lot on the <br />preliminary plat. <br />This application should not be confused with the island project, for which an EAW is in <br />process. That will continue to be called the 12`h Addition. <br />The current final plat application proposes to recombine the two outlots into a single <br />buildable house lot. This is consistent with the preliminary plat. Park dedication was <br />addressed with earlier platting. No additional lots are being created that weren't part of <br />the original approvals. The growth management lot inventory is attached. This lot will <br />be one lot, or 0.7 %, over the 147 annual goal. <br />No new roads or other infrastructure is proposed or needed. The stubs for water and <br />sanitary sewer are already in place. A public trail exists on the south side of the property <br />and will not be affected by the proposed final platting. The proposed grades of the new <br />house lot have been examined to ensure they are consistent with surrounding properties. <br />The utility stub locations need to be clarified. This can occur as part of the building <br />permit review process. <br />OPTIONS <br />1. Approve the final plat for Pheasant Hills Preserve 13`h Addition. <br />2. Recommend denial of the final plat. <br />3. Return to staff with direction. <br />RECOMMENDATION <br />Option 1 <br />
