• <br />• <br />Eagle Brook Church Review Page 6 December 4, 2003 <br />City of Lino Lakes, Minnesota <br />Further details regarding the water supply distribution system will be required upon submittal of fmal <br />construction plans, including design considerations for fire protection and adherence to local and State <br />regulations as required. <br />Plan Comments <br />As previously stated, the plans submitted to date are considered adequate for preliminary review and <br />comment, but incomplete for construction purposes. Following are review comments that can be provided at <br />this time: <br />Site Plan <br />As previously stated, at least some improvements to County Road 21 will be needed at the church site per the <br />requirements of Anoka County. Proposed improvements (turn lanes, widening, etc.) to County Road 21 are <br />shown in concept on the site plan, but further design details will be required. A construction plan must <br />eventually be provided that includes specific design details, including tapers, pavement thicknesses, <br />provisions for traffic control and safety, etc. as required by the County. <br />The site plan must provide the following information as well <br />1. Proposed improvement areas should be labeled accordingly, including delineation of driveway and <br />parking areas with concrete curb and gutter (B -618), rain gardens, turfed areas, and additional <br />dimensions for the property lines and site boundaries. <br />2. Construction related items such as standard construction details must be provided. This would <br />include pavement thicknesses, and references to MnDot, County, and City standard details as <br />required. <br />3. References to private utilities, including Gopher State One Call must also be provided. <br />4. The church building's main floor and lowest floor elevations must be provided on the plan. The lake, <br />wetland, and proposed detention basin flood elevations are critical to the elevation to be established <br />for the building. The lowest building opening must be a minimum of 1 -foot higher than the <br />emergency overflow elevation. Basement floor elevations must be at least 4 -feet above the normal <br />water elevation and 2 -feet above the design flood level. <br />Grading Plan <br />The grading plan provides a general overall plan of how the site is proposed to be graded. Detailed plans for <br />construction will ultimately need to be provided and include the following: <br />
