B <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: November 12, 2003 <br />TOPIC: PUBLIC HEARING: Conditional Use Permit For A <br />Church In the Rural Zoning District <br />Eagle Brook Church <br />BACKGROUND <br />Eagle Brook Church proposes to construct a new facility on 90+ acres on 20th Ave., north <br />of 77th St. A church is a conditional use in the Rural zoning district. The required site <br />and building plan review is an administrative review, but the review elements are relevant <br />to the conditional use permit. The application includes the request for an increase in <br />building height that can be included in a conditional use permit. <br />The City processed an Environmental Assessment Worksheet (EAW) on this project in <br />the last year. That review examined the potential environmental impacts of the project. <br />The design reflected in the current application used information gathered during the <br />EAW process. <br />ANALYSIS <br />Land Use and Zoning <br />Comprehensive Plan: According to the comprehensive plan, the project site is <br />guided for Low Density Sewered Residential land use. In addition to land use categories, <br />the comprehensive plan designates growth areas for pre -2010 and 2010 -2020 time <br />periods. The site is split between stage one and stage two areas. These growth areas <br />pertain to when city utilities (sewer and water) may be made available for the area in <br />question in order to support residential development. Since the project does not comprise <br />residential development and it does not rely on city utilities, the growth areas are /ice r <br />immediately relevant to the church proposal. <br />Location <br />Existing Land Use <br />Guided Land Use (Comp.
