•
•
Eagle Brook Church
page 5
The exterior of the building includes a variety of colors, materials, and finishes. The
tallest walls are buff colored, precast concrete panels with a sandblasted finish. Areas of
the lower walls also are precast concrete panels with a sandblasted, of a reddish color.
Lighter color stone makes up most of the rest of the larger wall area material. The
southeast corner of the larger portion of the building includes a glass curtain wall.
Fire suppression sprinklers will be required. This need will be filled with an underground
storage tank of 30,000 gallons of water. Such onsite storage and pump systems must
meet state fire and building code requirements.
Building Height: The maximum building height in the Rural zone is 35', though
church spires may go up to 60'. Building heights in excess of these may be allowed
through a conditional use permit if they meet specific conditions. These are described
below under the conditional use permit heading.
The height of the top of the exterior walls is 50'. A tower, or spire, is 60'. The CUP
application includes the request for the 50' building height.
Lighting: City requirements allow no more than 0.4 foot candles at the residential
property line and no more than 1.0 at street right of way lines. All exterior fixtures must
be 90 degree cutoff fixtures. The photometric plan dated 10/14/03 and the fixture cut
sheets meet these requirements.
The primary purpose of the lighting restrictions is to minimize affecting the ability to
enjoy the night sky. The EAW review raised the issue of the large parking lot being lit at
night. If the project proceeds, the City should attach requirements that the parking
lighting is turned off after events.
Signage: Signage is governed by the City's sign ordinance and permits are required
for all signs. All signs will be reviewed upon submittal of sign permit applications.
Landscaping, Tree Preservation, Screening: The landscaping plan includes a
variety of trees along property lines and within the site. The majority of the site will be
planted with native grasses. Areas adjacent to the building will be sod. Rain gardens
(infiltration areas) are distributed around the and within the parking lot, and will be
planted with appropriate seeding.
Almost all trees on the site will remain undisturbed. The lake shore and wetlands are
heavily wooded and trees there will not be disturbed. Existing coniferous tree stands on
the southern portion of the site will remain. Some trees along the road will be
transplanted to accommodate driveways.
The plan proposes prairie grass for large areas of the site. A management plan for this is
advisable.
It is impossible to completely screen such a large property. However, it may be desirable
to increase screening in specific areas.
