(For example, a large shopping mall, sports arena, or commercial <br />development such as the Best Buy site in Richfield.) Both MnDOT and Anoka County would <br />have to be involved in such a project for design and funding. <br />An even more difficult question arises in considering the implications of denying the project <br />because of the traffic impacts. Land in the vicinity of the interchange is guided and zoned for <br />commercial and industrial development. If a retail, office, or industrial project is proposed in <br />that area, we would have to deny it as well unless the interchange were reconstructed to handle <br />the traffic. Forty acres of retail development will generate far more traffic than the proposed <br />church. <br />In response to a staff request for direction on the question, the P & Z discussed this question at <br />the December meeting. Board members made several points. The interchange at I -35E is bad <br />now but unfortunately, funding for transportation projects comes in response to a major problem. <br />Funding is not available for proactive construction to prevent problems. Besides, even when <br />road improvements were offered by the county to address an existing bad situation, Lino Lakes <br />residents opposed them. The church peak traffic events are a few times a week, for a matter of <br />minutes, not hours. There is no easy answer, but the interchange and intersection won't get fixed <br />until development pressure makes the situation worse. <br />Therefore, the unanimous view of the P & Z was that the traffic issue should not be the reason to <br />deny the church's application. <br />• Additional landscaping has been added on the new plans. <br />• We sought examples of other wastewater treatment systems like the one proposed. I spoke <br />with Environmental Services staff at Carver County. She said they have a number of multi - <br />mound treatment systems in the county, and have experienced no problems. One has five <br />mounds, with a design for more wastewater flow than the Eagle Brook system. They do not <br />have an Advantex pretreatment system (as proposed by Eagle Brook). They do have at least <br />one other with a different type of pretreatment. She said she likes the Advantex system and <br />wishes somebody would build one in her area. <br />I also spoke with Anoka County staff. Likewise, there are several multi -mound systems, and <br />there have been no problems. Burns Township has a multi -mound system with a <br />pretreatment design that is different from the Advantex system. As with any onsite system, <br />use and maintenance are key to a successful system. <br />• Existing driveways have been added on the new plan sheets. <br />• The driveways to the site should be lit with typical street lights to ensure the safety of traffic <br />control personnel at night. At planning staff's request, the CPTED officer looked at the <br />typical street lights in the city and recommended that one would be adequate at each <br />driveway. <br />
