Review <br />memorandums dated November 5, 2003, and December 4, 2003, have also been previously prepared for this <br />proposed church construction. <br />Since the previous review of December 26, 2003, drainage calculations have been reviewed, and some <br />additional issues have been identified. This review memorandum is therefore essentially a repeat of the <br />December 26, 2003 memorandum with some additional comments added. Comments provided in other <br />previous memorandums may also remain effective as applicable. <br />Comments are as follows: <br />General <br />1. Potential drainfield sites were analyzed at 7709 20th Avenue North and soil borings performed. A <br />requirement of replatting the property is that the existing home must have an alternative drainfield <br />site within its proposed boundaries. As a result of the findings (loamy fine sand over clay loam and a <br />seasonal high water table ranging from 28 -42" below the surface), an above grade drainfield or <br />mound system will be required. <br />A Preliminary Plat sheet for Eagle Brook Addition has been received. The plat provides for division <br />of the property into two lots: An 82.897 acre parcel containing the Church, and a 6.232 acre parcel to <br />provide for maintaining the existing residential property on the southeast side of the property. A <br />table figure of 2.385 acres for right -of -way dedication for 20th Avenue North (County Road 21) is <br />also provided. <br />An additional 165 feet right of way will also be required from the small parcel of property located <br />along 20th Avenue North near the north end of the property. This is an existing single family unit <br />that is not part of the Church property. However, the proposed roadway widening does extend in <br />front of this property, and the additional dedication is required. The Plat will require the review and <br />approval of Anoka County, and approval will likely be contingent upon dedication of all required <br />right -of -way. The applicant shall therefore be responsible for all right of way dedication and <br />acquisition as required, including property not owned by the Church.
