F <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: January 14, 2004 <br />TOPIC: Final Plat: Miller's Crossroads <br />BACKGROUND <br />The City Council approved the preliminary plat for Miller's Crossroads with Resolution 03 -142 <br />on September 22, 2003. The final plat needs P & Z review prior to City Council approval. <br />The final plat conforms to the approved preliminary plat. The rezoning of the site is in effect. <br />Prior to City Council approval of the final plat, the City Attorney will review the title <br />commitment. The City Engineer will prepare a development agreement. Estimates for utilities <br />and road work will be used by the City Engineer approval in order to prepare the development <br />agreement. Other conditions of approval must be satisfied prior to City Council approval or <br />included in the development agreement. <br />This project includes a phasing plan in four phases, 2003 through 2006. Since the first phase did <br />not occur before winter, the first two phases are being combined in this final plat. This is <br />acceptable under the city ordinances. <br />The developer is requesting an amendment to the phasing plan that would change the specific <br />building that are constructed in certain phases. The number of units stays the same for each <br />phase, as shown here: <br />This change results from the recognition that an eight -unit building originally included in phase 1 <br />cannot be connected to utilities until phase 4. The requested amendment transfers the eight units <br />from this one building, on Hodgson Rd., to twin homes and a three -unit building along Ojibway <br />Path on the east side of the project. Again, the total number does not change. <br />The change will require an amendment to the phasing plan in the form of a city council <br />resolution.
