3.5. PARKING REQUIREMENTS
• Parking Requirements & Shared Parking
•
•
Development shall provide the maximum number of parking spaces called for in Table 4, and
according to the standards below. Parking requirements are based on a building's net floor area
(gross floor area minus shared space for circulation and mechanical uses).
Table 4. By
recognizing that peak demand occurs at different times for different land uses, shared parking
facilities help minimize the amount of land and expense devoted to parking lots or garages. The
Urban Land Institute's Shared Parking Standards (cited below), or equivalent, shall be used to
calculate the total number of shared parking spaces. To determine shared parking demand, two
or more uses would be added for each hour of the day, for both weekdays and for Saturdays, to
see which hour produces the highest parking demand.
The following steps shall be used to determine the required minimum number of spaces for
mixed -use areas.
1. Note the peak hour demand (above) parking space requirements for each individual land
use.
2. Determine the parking demand for each individual land use for given times, i.e. weekdays
and Saturdays at 10 AM, 1 PM, 5 PM, 8 PM, and 10 PM.
3. Determine the aggregate parking demand for these given times by summing the demand of
the various land uses for each given time.
4. Determine the minimum shared parking space requirement by noting the largest of the
aggregate parking demand figures. On -street parking spaces shall be used to help meet this
requirement.
For more information, see the Urban Land Institute's 1983 publication, Shared Parking, and the
Institute of Transportation Engineer's Shared Parking Planning Guidelines.
DRAFT — 2/6/04 28 PAGINATION TO BE ADJUSTED
