CALL TO ORDER AND ROLL CALL <br />Chair Schaps called the Special Meeting of the Lino Lakes Planning and Zoning Board to <br />order at 6:37 p.m., January 28, 2004. <br />II. DISCUSSION ITEMS <br />A. Rezone to PUD; Development Stage Plan Review; Site and Building Plan Review <br />(Regent (a, Lino Lakes); Legacy Holdings Lino Lakes LLC, Legacy at Woods <br />Staff stated the intent of this meeting was to provide the opportunity for a more in -depth <br />review of the project by the board and to identify and address any issues that needed to be <br />resolved prior to the February Planning & Zoning meeting. <br />Staff noted the Environmental Board met on Wednesday, January 21, to review the <br />Environmental Assessment Worksheet (EAW) comments and to review the development <br />proposal. The board recommended a Finding of No Significant Impact on the EAW and <br />approval of the PUD /Development Stage Plan. Action by the City Council regarding the <br />EAW is scheduled for February 9, 2004. <br />Staff indicated the City had also received the Engineers Report from Rice Creek <br />Watershed District (RCWD). The report recommended approval of the CAPROC <br />(Conditional Approval Pending Receipt of Changes). The projects would be considered <br />by the RWCD Board on January 28, 2004, but staff expected approval. <br />Staff noted the large part of this project would be traffic management. He noted the City <br />realized that some improvements to Lake Drive would need to be made. He noted they <br />had met with MNDOT and Anoka County regarding improvements to Lake Drive. <br />DRAFT MINUTES <br />
