The <br />MUSA reserve was calculated based on a specified amount of growth in specified areas. That <br />estimate did not anticipate growth resulting from creating new lots on existing sewered property. <br />The Growth Management policy designates 36 acres of MUSA reserve for residential <br />development each year. The City Council has the flexibility to exceed the limit by 20% (7.2 <br />acres) in a year without amending the comprehensive plan. The residential MUSA reserve for <br />2003 has been allocated. There are 3.7 acres remaining for 2004. The table at the end of this <br />report lists the residential MUSA reserve status. <br />The site is guided and zoned for sewered residential uses, and it is in a Stage 1 (pre -2010) area. <br />The Justin's Preserve site includes approximately 4.4 acres of upland. Both existing homes are <br />connected to the municipal sanitary sewer and water. However, neither is in the MUSA. <br />The City allocates MUSA reserve based on the upland area of a site. The Justin's Preserve plat <br />upland area is as follows: <br />Though the upland of 4.4 acres is greater than the 3.7 acres remaining for 2004, the property is <br />such that there cannot be additional lots created. The extra upland (0.7± acre) is isolated behind <br />house sites and wetlands, with no access or road frontage to it.
