It is proposed to extend sanitary sewer and water south from existing facilities at the current termination point at Oakwood Lane. At this location, existing sanitary sewer and water are shown extending south along the west property line to the existing church building. 'It is proposed to abandon these lines and replace them with lines extending southeasterly down the new Oakwood Lane street extension, and then continuing those lines southwesterly and southerly back to the church facility. The new lines would then be extended southeasterly to serve both the existing church and new enabling facility. It is recommended that any lines to be abandoned that are located beneath proposed structures be removed in their entirety. 2. The existing watermain appears to be a very long dead end line. With the extension to the enabling facility, the long length raises at least some concern with regards to adequate pressures and circulation. It is suggested that any options to loop the pipe by way of County Road J be explored with the City. Additional utility easements for the extensions would be required. In addition, the sewer and water extensions to the enabling facility as shown cross beneath existing and proposed wetland and detention areas where minimum cover (8 feet) over the pipes will be compromised. Insulation over the pipes will be required in such instances. Also, infiltration into the sanitary sewer under the wetland/pond areas may be of concern, and it is suggested that the sewer be constructed to watermain tightness standards at that location. 3. The Plan shall be subject to the review of the City Fire Chief, including the number and location of hydrants. It is recommended that additional hydrants be added near the church and enabling facility. 4. Individual services for the proposed units on Oakwood Lane and for the church facilities must be shown on the plan. It is presumed that the existing church is already serviced by the existing sanitary sewer and water, and that the services will be re- connected to the newly installed mains. 5. A detail sheet shall be provided showing the Standard plates and details of the City of Lino Lakes. This would include manhole structures, utilities (hydrants, valves, services, etc.), and storm drain and erosion control details. 6. As previously stated the amount of filUcover over all sewer and water service pipes shall be a minimum bury depth of 8 feet, and shall be insulated per City of Lino Lakes standards if the minimum cover cannot be attained. 7. All trenches (including services) shall be backfilled and compacted and meet 1 00% maximum Standard Proctor Density in the upper 3 -feet from finished road elevation, and 95% maximum Standard Proctor Density below the upper 3 -feet. 8. A minimum of two feet of cover over storm sewer pipe is desired.
