Planning & Zoning Board <br />March 10, 2004 <br />Page 13 <br />Ms. Lane stated the extra connection was not to increase traffic, but it was a safety issue <br />for allowing emergency vehicles into the area. <br />Mr. Tralle stated he was in favor of connecting. <br />Mr. Pogalz stated he understood the concerns of connecting the road, but he was in favor <br />of it for the same reasons as the other Boardmembers had mentioned. He believed this <br />would not be as intrusive as it seemed. He stated the connection could work and the <br />benefit would outweigh the negatives. He noted there was no guarantee that it would <br />develop to the west, but they needed to plan for it. <br />Mr. Rafferty stated in this situation it was important for the City to look to the future and <br />he agreed the road would be best suited by continuing on. <br />Ms. Lane made a MOTION to continue the public hearing to the April meeting for <br />further information and was supported by Mr. Rafferty. Motion carried 5 -0. <br />C. PUBLIC HEARING for Rezoning and Conditional Use Permit for a Planned <br />Unit Development/Preliminary Plat for Highland Meadows East 2" <br />Addition, south of 79th Street and Nancy Lane intersection <br />Chair Schaps opened the public hearing at 9:50 p.m. <br />Staff stated applicant has requested approval of a preliminary plat for Highland Meadows <br />East 2nd Addition. The project involves developing Outlot A of the Highland Meadows <br />East development, approved in 1999. <br />Staff noted the comprehensive plan guides the site for medium density residential use. <br />The applicant requests a rezoning to R -3 Medium Density. The request also includes a <br />Planned Unit Development (PUD) in order to allow for a private road and other <br />departures from standard zoning requirements. The project also requires a site plan <br />review for the townhomes. This typically is an administrative review. However, it is an <br />inherent part of the PUD, so it will be discussed here. To accommodate the proposal, <br />staff indicated it would be necessary to have a rezoning from R -1 single family <br />residential to R -3 medium density residential; Conditional Use Permit for a residential <br />Planned Unit Development; and development stage plan/preliminary plat. <br />Staff presented its analysis of the proposal and indicated approval of the project should <br />include the following conditions: <br />1. The project shall not be final platted until 2005, as dictated by the growth <br />management policy. <br />• 2. Issues discussed in the City Engineer review memo must be addressed to his <br />satisfaction. <br />3. Drainage and utility easements shall cover the ponds and stormwater facilities. <br />Easements also shall be platted along the external property lines. <br />DRAFT MINUTES <br />
