• <br />Soils <br />• There should be no importing or exporting of soils without City approval. The <br />developer should include a plan for soil compaction prevention outside of <br />construction limits. <br />Surface Water <br />• Would like RCWD input on wetland delineation, particularly on the developer <br />delineation line on the northern part of the Plat. NWI shows quite a larger area <br />surrounding the delineated area with facultative wetland. <br />• Developer should submit the required NPDES control measures and best <br />management practices. Additional rock stockpile should be on hand for when <br />rock entrance fills in. <br />• Depressional area in the parking lot should be graded so water flows to it. <br />Landscaping <br />• The City native seed specification should be used in all rain pond areas, or potted <br />plants installed with sufficient mulch to attenuate weed growth. <br />Parking <br />• Look at reducing parking as much as possible since proposed parking is at more <br />than the minimum. <br />Motion by O'Dea, 2 "d Bor to approve Marshan Estates with Environmental <br />Board comments and recommendations. Motion was approved with all in <br />favor. <br />Highland Meadows East 2"d Addition <br />Tree Preservation <br />The Environmental Board would like the developer to make final determination of <br />some of the trees marked for removal only after further discussion /field meeting with <br />City Environmental and Engineer. <br />• Page 2 <br />
