D STAFF ORIGINATOR: Jeff Smyser P & Z MEETING DATE: May 12, 2004 TOPIC: Final Plat Justin's Preserve BACKGROUND The City Council approved the preliminary plat for Justin's Preserve on March 8, 2004. The applicants have requested approval of the final plat. The submitted final plat conforms to the approved preliminary plat. There is no development agreement needed for this project as there are no improvements requiring City involvement. The applicant is assembling information to fulfill the conditions of approval as discussed below. 1. Lot 1 shall connect to city sanitary sewer and water. This will happen when the new lot draws a building permit. 2. Issues discussed in the City Engineer review memo must be addressed to his satisfaction. Several issues remain to be resolved including approval by the Rice Creek Watershed District and additional engineering data regarding high water level of the wetlands. 3. Park dedication of $1,665 shall be paid. This has been paid. 4. Prior to approval of the final plat by City Council, the applicant shall submit proof that the powerline easement has been confined. We received a copy of the partial release of easement. This document should be recorded with the final plat by the applicant. 5. Approval by the Rice Creek Watershed District must be obtained prior to final plat approval by the City Council. We have not received word that the RCWD has approved the revised version of the plat. Additional title information is pending as well. The inclusion in the plat of the neighboring property requires title information for that property as well.
