He asked for guidance regarding this. He stated it was not conducive to put <br />brick everywhere because of the elevations. He noted he would be in agreement to <br />putting more brick on the front entryways, if they wanted. He stated he would like to sit <br />down with staff to discuss these things before it came to Council. <br />Mr. Hyden replied he did not have a problem with the development itself, but he wanted <br />more "character" to the buildings. Mr. Schmidt replied he intended to make each <br />building different than the other ones. He stated his struggle was putting the brick on the <br />sides and back without making the whole building brick. <br />Mr. Tralle arrived at 7:55 p.m. <br />Mr. Smyser suggested Mr. Schmidt look at the ordinance and show staff what they could <br />do with the materials and colors, but staff needed to see everything in writing. <br />Mr. Root stated the landscape buffer was important and he wanted to see a lot of <br />coverage. He suggested more black hill spruce be placed in the center of the half circle <br />so it would block all of the headlights. Mr. Schmidt replied he did not have any issues <br />with adding additional landscaping and trees. <br />• Vice Chair Rafferty asked him to have colors that were not the usual. He stated the <br />density he was not in favor of, but he appreciated the efforts he has made. <br />• <br />Mr. Pogalz made a MOTION to recommend closing the public hearing at 8:15 p.m. and <br />was supported by Mr. Hyden. Motion carried 5 -0. <br />Mr. Root stated he believed there was a lot of density in this area and asked if the <br />buildings could be shifted around. Mr. Schmidt replied they already had 20 feet between <br />the garages, when the ordinance required 10 feet, so they had much more space than what <br />was required by City ordinance. He stated he had heard the comments the last time and <br />he had removed two units and he believed this was a good use for the property with the <br />additional screening they requested. <br />Mr. Hyden made a MOTION to recommend Rezoning from R -1 Single Family <br />Residential to R -3 Medium Density Residential, approval of the Conditional Use Permit <br />for a residential Planned Unit Development, and approval of the development stage <br />plan/preliminary plat with the conditions as noted in staff s April 14, 2004 report with the <br />addition of condition 11 for adding the additional trees and was supported by Mr. Pogalz. <br />Motion carried 4 -1 (Vice Chair Rafferty). <br />B.
