Routing: <br />Date: August 6, 2004 <br />City of Lino Lakes, Minnesota <br />12701 -002 <br />Engineering Reviews for this proposed development were previously prepared and presented in <br />memorandums dated December 5, 2003, June 4, 2004, and July 9, 2004. <br />A revised Preliminary Plat and Landscape Plan (both dated July 30, 2004) have since been received. A field <br />utility locate was also performed on July 30. This review memorandum as presented herein essentially <br />repeats much of the same information presented in the July 9, 2004 memorandum, along with adjustments as <br />a result of the revised documents received. <br />•Comments are as follows: <br />1. All outstanding and remaining conditions stated in the July 9, 2004 Memorandum must be addressed <br />and completed. This would include the submittal of a revised utility plan. <br />2. Per the previous review comments, a revised utility plan must be received. <br />3. The property is adjacent to the Anoka County Roadway. Therefore, the Preliminary and Final plats will <br />require the review of the County. An additional dedication of 15 feet to the County right of way is <br />shown as required. It is not expected that any construction related permits from Anoka County will be <br />required. However, any side grading into the Anoka County right of way would require a permit. <br />4. Intersection sight distance requirements provide that no trees or vegetation may be planted within the <br />County right of way, or at any locations that will restrict corner visibility sight lines. There does appear <br />to be some plantings proposed within the newly dedicated additional 15 feet, and these should be <br />eliminated. In addition, a revised utility plan must be submitted to assure that plantings are not placed <br />over utilities. <br />5. As stated in the July 9, 2004 review, further approval and/or acknowledgement from the Rice Creek <br />Watershed District shall be attained as may be required to confirm compliance with the original site <br />permit. <br />406. Because the site area exceeds one acre, the development also falls under the new rules requiring an <br />NPDES permit. The applicant shall be responsible for obtaining this permit. This also includes the <br />submittal of a Stormwater Pollution Prevention Plan (SWPPP) to the City in accordance with NPDES <br />
