A <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: September 8, 2004 <br />TOPIC: Discussion: Temporary Signage <br />BACKGROUND <br />We have been discussing the temporary signage issue for some time. The extensive use <br />of signage such as banners, cardboard signs, and other temporary signage by some <br />businesses has created concern over the unsightly appearance of the businesses. We have <br />invited business owners to two meetings to discuss the issue, including a special P & Z <br />meeting on June 16. The meeting attendance was disappointingly sparse, but the people <br />who did attend took the opportunity to raise some important points. <br />Ultimately, the goal is to prepare amendments to the existing sign ordinance . We are not <br />considering a total revamp of the sign ordinance: a fare more extensive project. For <br />now, we are looking at issues relevant to temporary signage. Staff has no specific <br />ordinance recommendations at this time. Drafting ordinance changes will progress as the <br />discussion continues. <br />Regulating signage is always an extremely difficult issue. As with any regulation, there <br />will be those who will not agree with a signage requirement. The goal of signage <br />regulation, like any government regulation, is to balance the private interest and the <br />larger public interest. <br />ANALYSIS <br />Some of the issues raised include the need for temporary signage, the need for good <br />definitions of sign types, real estate "for sale" signs, and requirements of tobacco and <br />liquor companies to display their signs. <br />There is no doubt that temporary signage is important for retail business owners. Signage <br />advertises a business, which is good for the business. Successful business is good for the <br />greater public. However, unlimited signage can become an eyesore and a nuisance, <br />which detracts from the good of the community. <br />Definitions are important for any ordinance. We will need to consider such terms as <br />"temporary" and "portable ", as well as "banners" versus other types of non - permanent <br />signage. <br />
