Marshan Lakeview <br />Page 3 <br />Park / Open Space: The proposal does not include any land dedication for parkland, only a <br />cash dedication will be required. Park dedication fees will be calculated as required by city <br />policy. <br />If the property owner were to follow the Environmental Board's recommendation of donating the <br />wetland area at the south end of lot 1, block 2 it would not count as land dedication for parkland. <br />Utilities: Adequate municipal services exist within the Marshan Lane right -of -way, and all <br />properties will be required to connect to municipal services. <br />Grading and Drainage: Easements are required adjacent to property lines (5 feet side -yard <br />and 10 feet front and rear- yards), and are provided. Additional easements are provided over the <br />ponding area on the northeast corner of Lot 1, Block 2. That pond does encroach slightly into <br />the right -of -way, however the City Engineer in his comments states that it is an allowable <br />encroachment as long as it is minimized. The current configuration is acceptable in that regard. <br />The City Engineer has completed a thorough review of the submitted plans, and his <br />memorandum is attached at the end of this report. The applicant will be required to satisfy all of <br />those comments prior to recordation. <br />Environmental Board: The Environmental Board reviewed this proposal at the January 26, <br />2005 regular meeting. The comments from the board are attached to this staff report and address <br />water run -off, buffering of the wetland, erosion control, soil compaction, saving more trees than <br />proposed, alternatives to the cul -de -sac, and donation of wetland to Anoka County Parks. <br />OPTIONS. <br />a. Approve the Preliminary Plat subject to conditions. <br />b. Deny the Preliminary Plat subject to conditions. <br />c. Return to staff with direction. <br />RECOMMENDATION <br />Staff recommends approval subject to the following conditions: <br />1. All lots created by the plat shall connect to city sanitary sewer and water, assessments <br />will be recorded with the final plat. <br />2. Issues discussed in the City Engineer review memo must be addressed to his satisfaction. <br />3. Park dedication shall be paid in accordance with city policies. <br />This review is based on the following plans and information: <br />1. City Engineer Comments dated 1/21/05. <br />2.
