Planning & Zoning Board <br />March 9, 2005 <br />Page 8 <br />Staff noted the final plat conforms to the approved preliminary plat layout as approved by <br />the City Council on October 11, 2004. The title commitment for the property and final <br />plat have been forwarded to the City Attorney for review. All conditions of approval will <br />be met with building permit review of the subdivision or through the development <br />contract between the applicant and the City that is still being developed. <br />Staff recommended approval of the Final Plat for West Shadow Ponds 2nd Addition. <br />Mr. Tralle made a MOTION to recommend approval of the Final Plat for West Shadow <br />Ponds 2nd Addition and was supported by Mr. Pogalz. Motion carried 6 -0. <br />VI. DISCUSSION ITEMS <br />A. AUAR Update — Development Scenarios <br />Mr. Smyser updated the Board on the AUAR development scenarios. <br />Chair Rafferty recessed the meeting at 8:53 p.m. and reconvened the meeting at 9:02 p.m. <br />B. Temporary Signs <br />Mr. Smyser stated the P &Z had been discussing the issue of temporary signage since <br />January 2003. The purpose is to prepare an amendment to the sign ordinance to clearly <br />address the issues involved. Progress has been made agreeing on how to regulate <br />portable signs and banners. Several other temporary signage issues still remain before an <br />ordinance amendment is prepared. <br />Mr. Smyser asked if the Board wanted to allow pennants /stringers, or should they be <br />subject to a permit. <br />Mr. Nelson stated he was torn about this and he could see this from both sides. <br />Mr. Laden stated he believed they should be defined as a temporary sign and meet the <br />rules for a temporary sign. <br />Mr. Root stated he believed they should not be banned all together because they were <br />meant to attract attention for a special event. He believed they should be looked at as <br />temporary signage. <br />Chair Rafferty invited the public to make comment. <br />Chad Wagner, 7630 Appaloosa Lane, 818 Lois Lane, Millers on Main - Lake Drive, <br />stated he had come before the Board previously to discuss this issue and in discussing the <br />banners, some of the ideas that were brought up was that the banners would be allowed as <br />long as they were attached to the building and be maintained and not be up for more than <br />30 days at a time. He indicated he had a concern that as a small business, banners were a <br />major part of their advertising and he was requesting a compromise.
