Lakewood Apartment, page 3 <br />Sarking <br />This site is a part of what was identified as Block 2 of the Land Use Plan for Legacy at Wood's Edge. As was <br />mentioned earlier, the layout of this block is proposed to be changed slightly. Within this block 280 parking <br />spaces are being provided (including on- street and underground parking). This proposed building will require <br />more spaces than what was originally accounted for in the shared parking analysis; however the shared parking <br />analysis shows that at this point only 200 parking spaces will be required by all of the proposed uses on this <br />block once the restaurant is added and the combination of the lots is accounted for. This will obviously change <br />as each lot is developed and staff will verify that each use has the appropriate amount of parking available. <br />The parking requirements for this building alone are 173 parking spaces. With the underground and on- street <br />parking for this site there will be in excess of 196 spaces provided with this phase of the development. <br />Lighting <br />The photometric lighting plan meets the guidelines of the Town Center Design and Development guide, but it <br />does not account for the wall mounted luminaries. The mounting height of the lighting is also not indicated. <br />All pole mounted lights within the parking lot are limited to a maximum height of 20 feet, and all other pole <br />mounted lights used for walkway or other lighting are limited to a maximum height of 14 feet. It is also <br />recommended that the Domus luminaire located near the north entrance drive be moved further east to avoid the <br />garage entrance. A revised lighting plan indicating conformance with these recommendations must be <br />ibmitted. <br />Engineering <br />The city's consulting engineer on the Legacy project is S.E.H., and a memorandum including all of their <br />comments is attached to the report. The issues addressed in that memorandum are another reason staff is <br />recommending to continue this item to the next regular meeting. There are numerous issues that though they <br />may not affect the final layout of the site, still need to be addressed prior to city staff feeling comfortable <br />making a recommendation on the item for the Planning and Zoning Board. <br />Final Plat <br />The final plat for the project (Village No. 4) is attached as to the same agenda as a separate item, and a <br />condition will be added to this review that the final plat must be approved prior to any building permits for this <br />building. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed this application at the August 31st regular meeting. Their comments are <br />attached and many were addressed in the landscaping portion of the staff report. Additionally, the board was <br />concerned with the recycling program for the apartment complex. Staff will include a condition requiring that a <br />full recycling plan be submitted and approved when this item is brought back to the Planning and Zoning <br />ooard. <br />
