CONTINUED PUBLIC HEARING to Amend Sign Ordinance text to address <br />temporary signage and additional wall signs <br />Chair Rafferty continued the public hearing at 9:23 p.m. <br />Staff stated the Planning & Zoning opened the public hearing for the sign ordinance <br />amendments at the July 13 meeting. The discussion raised a number of questions. Staff <br />has reviewed the draft ordinance and made revisions. <br />The Boardmembers reviewed the revisions and made various comments and suggestions. <br />Chair Rafferty invited anyone for or against this proposal to make comment. <br />There were no comments made. <br />Mr. Pogalz made a MOTION to close the public hearing at 9:46 p.m. and was supported <br />by Mr. Tralle. Motion carried 6 -0. <br />Mr. Hyden made a MOTION to recommend approving the amended Sign Ordinance text <br />to address temporary signage and additional walls signs with the changes made and <br />forward this onto City Council and was supported by Mr. Pogalz. Motion carried 6 -0. <br />F. PUBLIC HEARING to Amend the Zoning Ordinance to address metal panels on <br />commercial buildings <br />Chair Rafferty opened the public hearing at 9:49 p.m. <br />Staff stated the zoning ordinance includes requirements for exterior building material. <br />The existing text imposes only minimal restrictions on building materials for commercial, <br />industrial, and institutional buildings. The community standards regarding the quality of <br />buildings have changed over time. Specifically, metal - skinned buildings that are or <br />resemble pole barns no longer are acceptable. This type of construction is appropriate for <br />agricultural uses or storage in rural areas. It is not acceptable for new commercial, <br />industrial, or institutional structures. <br />Staff recommended approving the proposed amendments to the zoning ordinance. <br />Mr. Root stated he believed this was too restrictive in an industrial park area. <br />Chair Rafferty asked if the metal was not structural, but it was allowable to add metal to <br />the outside of an existing wall. Mr. Smyser replied that was correct. <br />Mr. Root asked if two pieces of metal would be allowed. Mr. Smyser stated if it looked <br />like a pole barn, it would not be allowed, even if they put something "pretty" on the <br />outside. <br />Chair Rafferty invited anyone for or against this proposal to make comment. <br />DRAFT MINUTES <br />• <br />• <br />
