• <br />AGENDA ITEM V.A. <br />STAFF ORIGINATOR: Paul Bengtson <br />MEETING DATE: September 14, 2005 <br />TOPIC: Final Plan <br />Apollo Landing <br />BACKGROUND <br />Equinox Development was previously approved by the City Council (in the form of a Development Stage Plan) <br />for a 5 lot commercial subdivision on property located at 540 Lilac Drive. The application included a Rezoning <br />to GB (General Business), a Conditional Use Permit to allow a Planned Unit Development, a Development <br />Stage Plan/Preliminary Plat, and allocation of commercial MUSA reserve. <br />The developer has now applied for a final plan for the hotel that is proposed for lot 1 of the plat. The final plan <br />application includes the final building plans for the hotel as well as the final plat for the site. <br />The development will also includes a restaurant pad on lot 5, and retail /commercial pads on lots 2, 3, and 4. <br />Those lots will be designated as outlots on the final plat and will be required to come back for final plan when <br />•uilding plans are prepared. <br />ANALYSIS <br />Planned Unit Development <br />The development stage plan for the project depicted a hotel on lot 1 of the plat. The applicant has now <br />submitted the final plan application which includes the building plans for the hotel and the final plat for the site. <br />The submitted plans are significantly in conformance with the approved development stage plan in terms of site <br />layout. As this is a phased development, certain portions of the site will be completed while others will remain <br />without improvements. This being phase one of the development, the full entry drive will need to be <br />constructed with all of the necessary curb and gutter, as will the exterior landscaping and fencing surrounding <br />lot 1. Beyond that, all necessary on and off site improvements that will serve the hotel will also need to be <br />completed. <br />Building Materials/ Elevations <br />The building elevations have been reviewed in comparison to the architectural design standards that were <br />approved as a part of the Planned Unit Development for this site, and are deemed to be significantly in <br />compliance with those standards. The only discrepancy that staff has noted is that the use of all Dryvit material <br />does not fully satisfy staff s intention in regards to the requirement of a very distinct base, middle and top of the <br />architecture. The elevation plans do call out a second option for the base of the hotel, that of Belden brick, jewel <br />• <br />
