• <br />• <br />Mike Quigley July 21, 2005 <br />In addition to adding turn lanes at Street A, it is suggested that Anoka County require the future <br />relocation of Vicki to match with Street A. Based on the distance between the two, RLK <br />confirms that at the time development on the west side of CSAH 23 proceeds, realignment of <br />Vicki to match opposite Street A should take place to provide the safest intersection in terms of <br />driver expectation. <br />With the addition of site - generated traffic, levels of service and queues remain nearly identical at <br />the other three study area intersections. Based on this result, no additional mitigation, beyond <br />the turn lanes /bypass lane and possible future relocation of Vicki Lane opposite Street A is <br />warranted to accommodate site - generated traffic. Again, Table 2, included after the text of this <br />memo, provides complete results of all operational analyses. <br />Conclusions and Recommendations <br />The average delay per vehicle, along with the corresponding level of service and queuing at each <br />of the three major study area intersections, were nearly identical between the Existing and Build <br />scenarios, regardless of whether the "As Is" or "With Mitigation" scenario is chosen. Based on <br />this result, the only mitigation measures suggested are those that will provide capacity and <br />enhanced safety for site - generated traffic at the site Access (Street A): <br />➢ The addition of a northbound 300' right turn lane <br />➢ The addition of a southbound 300' left turn or bypass lane <br />➢ Consideration of future realignment of Vicki Lane to match opposite Street A at time <br />development occurs west of CSAH 23 <br />Thank you for the opportunity to address your traffic engineering concerns. We will continue to <br />work with Anoka County to resolve the issue of whether a southbound bypass lane will be <br />acceptable at Street A as an interim solution.
