Betty's Pies, page 2 <br />`entry point' for both this restaurant and the building that will be built on the adjacent lot to the east. The <br />•pplicant has been informed by staff that the continuation of the plaza as shown on these plans will need to <br />occur on the adjacent lot, and that the location of the main entrance away from the street right -of -way will not <br />be something that is allowed in other locations within the development. <br />Building Materials/ Elevations <br />The guidelines limit the blank wall faces to a maximum of 30 linear feet of wall; the window that was added to <br />the Town Center Parkway frontage in the revised drawing brings the project into conformance with that <br />requirement as well as the requirement that 60% of the building face be glass. <br />Since the original submittal the applicant has addressed staff s concerns over the location of the mechanical <br />room access and the use of a faux mansard roof over the kitchen area. As depicted on the revised elevations the <br />access was moved to the driveway side of the building and a parapet wall was added over the kitchen to <br />alleviate these concerns. <br />The guidelines discuss providing a clear base, middle and top to the architecture. With the proposed building, <br />the base is articulated with both stone and brick veneers, the middle of the structure will be either cementious <br />wall board or EIFS; and the top consists of a prefabricated architectural metal roof augmented with a cornice <br />and architectural brackets. Staff finds the materials and architectural style to be in keeping with the design and <br />development guide. <br />Ofhe maximum height allowed by the Lino Lakes Town Center Design & Development Guide is 44 feet. This <br />building is well within that standard. <br />Another main concern of staff is the use of a retaining wall along the Town Center Parkway street frontage. <br />The submitted plans depict a retaining wall with a height up to 4 feet. This will push the building up away from <br />a pedestrian scale, and therefore the treatment /materials of that retaining wall are essential to keeping the <br />streetscape from being dominated by a blank wall. <br />Landscaping <br />The landscaping plan is deficient in the parking lot medians. Additional trees must be planted with low <br />growing deciduous or coniferous shrub accents. Some of the landscaping materials listed are prohibited by the <br />zoning ordinance or are inappropriate for this area and must be replaced with appropriate materials. <br />Specifically, the Crimson King Maple and the Autumn Flame clump maple should be replaced with one of the <br />species outlined in the Environmental Board memo. The northeast entry should include a light canopied <br />Honeylocust that will allow filtered light to enter the building. The Green Velvet shrub should be replaced with <br />Bush Honeysuckle which is hardier. The Euonymus alatus `Compactus' shrub should be eliminated unless it is <br />being used for screening, since it typically reaches 8 feet in height or greater. Staff is asking that the landscape <br />plan be revised and submitted for review by the city's Environmental Coordinator prior to the item being heard <br />by the City Council. <br />As always, all sodded and planted areas will require irrigation when appropriate. <br />• <br />
