• <br />• <br />• <br />Planning & Zoning Board <br />September 14, 2005 <br />Page 3 <br />Chair Rafferty agreed this did not look right and believed it would be better to have all <br />brick for the same portion being shown, or try and identify another type of material that <br />would be acceptable. Mr. Bengston stated the Design Standards talked about the base, <br />but it did not specify what type of base, however the applicant was trying to meet the <br />design standard by using a textured base. He noted at a minimum masonry was what <br />they would like to see on this structure. <br />Mr. Nelson asked if the rest of the coloring would be the same. Mr. Bengston replied the <br />developer would need to answer this question. <br />Mr. Laden asked if they could still require the base be higher than three feet. Mr. <br />Bengston replied the Board could recommend a specific condition to meet the <br />requirements. <br />Mr. Laden asked if the three feet was a mandatory requirement. Mr. Bengston replied it <br />was not a mandatory requirement because this was being worked on before the <br />requirements were approved. <br />Mr. Pogalz asked if this would be the tallest building in Lino Lakes if it was constructed <br />as proposed. Mr. Smyser responded he did not know of any other buildings that were this <br />tall, but it would not be unusual for new buildings around a City Hall to be this tall. <br />Mr. Pogalz asked if the Fire Department could reach the fourth story with the equipment <br />they currently had. Mr. Bengston stated the Fire Department received all of the <br />applications and if they had a concern, they would have the opportunity to express their <br />concern. <br />Chair Rafferty stated he believed Eaglebrook Church was about this height also. Mr. <br />Smyser replied that Church was very close in height to this proposed hotel. <br />Mr. Laden asked if they had any examples of the color renderings being proposed. Mr. <br />Bengston replied they had and he showed the proposed color renderings. <br />Mr. Laden asked if the base material was dark as depicted on the color rendering. Mr. <br />Bengston replied it was similar to a brick color. <br />Mr. Laden stated he believed the color differentiation as well as texture differentiation <br />achieved the goal of the architectural standards rather than the 3 -foot high proposal. <br />Mr. Laden asked if the cap was differentiated enough. Mr. Bengston replied staff <br />believed it was not quite as bold as it could be, but it did cap off the top of the building. <br />Mr. Nelson stated he did not believe there was enough of a contrast in the color scheme. <br />Mr. Root asked if there was a large surface, would the color contrast be more apparent. <br />Mr. Laden noted the color differential would be different at various times during the day <br />also.
