These designs <br />gave always indicated a connecting walkway through the parking lot of this site to link the YMCA facility with <br />the streetscape; this is further discussed in the landscaping section of the staff report. <br />The proposed YMCA building is located in a Civic Land Use Area and will be located on Lot 18 in Block C <br />(according to the land use plan of the Lino Lakes Town Center Design & Development Guide). Acceptable <br />Building Type is community facilities, such as libraries, City Hall, and community recreation such as the <br />YMCA. <br />The Regulating plan of the development guide includes the required street framework, which is currently under <br />construction as part of the city's improvements in the area. This will include the pedestrian streetscape as part <br />of a future phase of construction. The plan also indicates that there is no build -to line requirement for this <br />portion of that block, nor is there any `Required Building Entries', nor any `Gateways' indicated for this site. <br />Allowable Uses <br />The proposed use for this site is a YMCA facility. The Lino Lakes Town Center Development & Design Guide <br />classifies this use as `Indoor Recreation Facilities' and considers it a permissible use within the Civic District. <br />The applicable section is included below: <br />SECTION 3.1 ALLOWABLE USES <br />Table 1. The building is set back approximately 148 feet from the Village Drive right -of -way, 60 feet <br />from the south property line, and 65 feet from the east property line. <br />Again, because this building is not required to meet any build -to lines, the height of the structure is only <br />dictated by the overall height limitation of 45 feet. The height of the building never exceeds 31.5 feet, therefore <br />it is in conformance with the height standard. <br />Architectural Standards <br />Due to the setback from the right -of -way for the building, the primary entry is being placed on the parking lot <br />side of the building. While this is atypical for an urban development like Legacy at Woods Edge, the location <br />•of the building was always intended to be setback further from the street to take advantage of the natural <br />
