STAFF ORIGINATOR: Paul Bengtson P & Z MEETING DATE: January 11, 2006 TOPIC: Final Plan YMCA Legacy at Woods Edge BACKGROUND The Rice Creek Chain of Lakes YMCA has applied for a Planned Unit Development final plan for a single tenant health club within the Legacy at Wood's Edge project located on the southeast quadrant of Interstate 35W and Lake Drive. The final plan consists only of the building plans for the YMCA, as the lot on which it is proposed to be built was already platted as part of the Village No. 3 final plat. The City of Lino Lakes formed a partnership with the Greater Saint Paul YMCA in 1998 to assist in the construction of a YMCA in Lino Lakes. In 2005 a contract was approved whereby the city agreed to provide 6.7 .acres of land, $1.5 million for construction, plus utilities to the site in exchange for a YMCA of approximately 50,000 square feet that includes a teen center, gym, indoor pools, cardiovascular /strength training area, aerobic studio, family program space and a child care area. In return, the YMCA agreed in part, to adhere to the principles of the Town Center Design Guidelines. The plans submitted indicate a first phase of development that will include 37,304 square feet of area spread over two floors. Future phases are proposed to include a gymnasium expansion of approximately 4,200 square feet; a swimming pool (natatorium) expansion of approximately 5,400 square feet; and an approximately 1,200 square foot multi - purpose room. The office and meeting rooms located on the parking lot side of the building are single story, the gymnasium and swimming pool areas are open to the second floor, while the rest of the structure has the locker room facilities on the first floor and the cardiovascular and studio areas above. Revisions have been made to the floor plans and elevations to better comply with the comments made by staff and the Planning and Zoning Board. The building footprint, grading, landscaping and utilities have not changed as a result of the proposed revisions, therefore the previous plans are still included as part of this packet. ANALYSIS Governing Plans This site is located within the Legacy at Woods Edge project and is therefore subject to the Lino Lakes Town Center Design & Development Guide that was adopted by Ordinance 04 -04 as part of the original Planned Unit oDevelopment for the site.
