ACTION ITEMS <br />A. Final Plat for Cavegn Estates <br />Mr. Bengtson presented the staff report. <br />Staff recommended approval with no conditions. <br />Mr. Root asked if the applicant is required to pay a fee for the street vacation. Mr. <br />Bengtson replied that there is an application fee and an escrow fee that was paid along <br />with the applicant's preliminary plat application. <br />There were no further questions of staff. <br />Mr. Laden made a MOTION to recommend approval of the Final Plat for Cavegn <br />Estates. Motion was supported by Mr. Hyden. Motion to recommend approval of the <br />Final Plat of Cavegn Estates carried 6 -0. <br />B. Final Plat for Marshan Meadows <br />Mr. Smyser presented the staff report. <br />Staff recommended approval. <br />Mr. Tralle asked if park fees were in place. Mr. Smyser explained that the necessary fees <br />were collected with the developer's agreement. The city had received the required letters <br />of credit and escrow dollars; park dedication fees were collected as cash. Mr. Smyser <br />noted that staff confirms that these fees are completed before the City Council approves <br />the developer's agreement. <br />Mr. Tralle inquired about a potential trail that was initially discussed along the edge of <br />the lake. Mr Smyser replied there is an existing trail easement along the lake on the <br />properties to the south, however the property immediately south does not have a trail <br />easement. Since previous discussions, the city's trail plan was revised to remove a trail <br />along the lake in this area. Because of this, easements on the southern properties will be <br />vacated. Mr. Smyser stated that, instead, the trail plan now calls for a future trail along <br />Lake Drive. <br />Mr. Smyser explained to the board that trails are not shown on final plats; final plats are <br />limited to show only property boundaries, easements & wetlands. <br />Mr. Tralle wondered why the trail wouldn't run along the lake, instead of along a busy <br />road. Mr. Smyser responded that the Park Board decided the trail along the lake was not <br />the best location for a trail. In addition, the proposed lots are not very deep, and a trail <br />along the rear lotlines may have affected the ability to build on the lots. Mr. Smyser <br />DRAFT MINUTES <br />• <br />• <br />
